Jeffrey R. Ryan PhD is a retired US Army officer, and currently a Professor of Emergency Management at Jacksonville State University, where he provides instruction on various aspects of emergency preparedness with a focus on terrorism, Weapons of Mass Destruction, medical aspects of emergency management, public health preparedness, biodefense, and biosecurity. He is also the Managing Director of Quetzal Consulting, Inc. which performs a wide array of consultative services related to biothreat pathogen detection and tropical diseases research.

Jan F. Glarum has 28 years of varied experience in the fields of response, planning, assessment and training. For the last 10 years he has worked extensively in the field as a counter-terrorism consultant and instructor in support of civilian and military operations. He is currently working with the US Department of Justice, the US Department of Homeland Security, and the US Navy.
